Test suite failure does not cause a site build failure

Hi all,

When running the test goal against a failing test suite, Maven outputs
BUILD FAILED.
When running the site goal against a failing test suite (the same test
suite as before), Maven outputs BUILD SUCCESSFUL.

Why?
