RE: release-based changelog

I've completed the code for this (for CVS only--I don't use the others, so I don't know the right way to do them).  The patch is attached to the JIRA issue I filed: http://jira.codehaus.org/browse/MPCHANGELOG-61

Hope I did this right.  It's my first time submitting code changes, so help me do a better job next time.

Great to hear there's some interest in this. If you need help -- coding, testing, docs, etc -- let me know as I'm at a good point to dedicate some time to this, though I haven't (yet) written any maven plugins.
