For a pom.xml with the following section in the compiler's configuration:

<compilerArgs>
    <arg>--add-modules=java.xml.ws.annotation</arg>
    <arg>-J--add-modules=java.xml.ws.annotation</arg>
</compilerArgs>

Maven only adds the first argument to the actual command line. To reproduce, simply unzip and run `mvn -X compile`
