All Windows nodes are failing (INFRA-16893/JENKINS-44334)

Since a couple of days the builds on Windows nodes fail.

Karl Heinz already created INFRA-16893[1]
After some digging it seems that JENKINS-44334[2] is the root cause.
It seems there's no solution yet, so maybe going back to the previous  
Pipeline:Job plugin is the best option right now.
If some have other ideas, please respond to INFRA-16893[1]

This was the problem on Windows last night:

'cmd' is not recognized as an internal or external command

It is the way the pipeline plugin builds up the new Runtime to execute  
Maven. If you read the JENKINS issue, you'll recognize the issue. And it  
seems the Maven Project is one of the few using this pipeline plugin, no  
other project has complained about failing Windows jobs.
Other (standard) Windows jobs run fine. (I don't know why there's no issue  
with the ubuntu instances)
There must have been some update a couple of days ago, but it wasn't  
mentioned on the mailinglist.
