Add command-line options to the javadoc plugin?

Add command-line options to the javadoc plugin?

I can't find adequate documentation on how to add command line arguments /
options to the Javadoc plugin. The following does not work:

        <plugin>

>           <groupId>org.apache.maven.plugins</groupId>
>           <artifactId>maven-javadoc-plugin</artifactId>
>           <version>${maven-javadoc-plugin.version}</version>
>           <configuration>
>             <additionalJOptions>
>               <additionalJOption>-J--add-exports=java.base/sun.nio.ch
> =ALL-UNNAMED</additionalJOption>
>
> <additionalJOption>-J--add-exports=java.base/jdk.internal.ref=ALL-UNNAMED</additionalJOption>
>             </additionalJOptions>
>           </configuration>
>           <executions>
>             <execution>
>               <id>attach-javadocs</id>
>               <goals>
>                 <goal>jar</goal>
>               </goals>
>             </execution>
>           </executions>
>         </plugin>

This is using JDK11, Maven 3.6.3_1, and Javadoc plugin 3.2.0.

Any help would be appreciated!

Though many (all?) options can be set directly through plugin properties.
